[ap-utils] WF711-AP radio power

ap-utils (version 1.3.2) seems great at configuring my WF711-AP, using the
ME102 option. I've been able to successfully set the AP IP address,
ESSID, WEP keys, etc.
One thing I'm curious about is the radio power. My settings for the 14
numbers seem to stick, but the settings for the left and right aerials
being off or on seem not to (my model only has one aerial, actually,
although newer WF711-APs seem to have two), and I can't find any
consistent effects where I set all the numbers to something (0, 127, 128,
255, whatever) and it's clearly better or worse than some other setting.
(Out of the box, the thing came with all 252s except for channel 14 which
was set to 16.) Also, the range of the thing in general seems not to be as
good as one might hope.
I'm therefore wondering if there's something screwed up about the radio
power settings in this AP - if they're done differently to how ap-config
expects. Does anyone have any ideas? If only decent power meters were
cheaper!
