[AP-UTILS] WEP encryption on Atmel AP using ap-utils

I tried, but couldn't get it to work. At first I thought it was a matter
of incompatibility between the ways ap-utils and FreeBSD encode the
key. However I couldn't get it to work even with an all-zero key.
